Amid nationwide protests ignited by the police-involved killing of George Floyd early last week, Los Angeles Mayor Eric Garcetti announced that up to $150 million will be cut from the L.A. Police Department as part of relocating some $250 million from the city’s budget to fund programs in communities of color. The United States has been rocked by widespread protests demanding justice and social reforms since Floyd, a 46-year-old black man, died May 25 after being pinned to the ground by the knee of a white police officer against his neck. All parts of the "defund the police" movement. Well there's actually a reasonable explanation on Rolling Stone. https://www.rollingstone.com/politics/politics-news/defund-the-police-1007254/ making the reasonable argument that the police have had things dumped on them that aren't really policing matters (e.g., dealing with mentally ill, drug overdoses, etc...) since that was the easy way for city government to claim they've addressed the problems. So there is an argument for unburdening the police and having "flying squads" of social workers take them over. Of course, we've seen how well this has worked in NYC Penn Station where the social workers are fleeing their duties https://nypost.com/2020/02/20/this-vagrant-is-why-homeless-outreach-workers-are-fleeing-penn-station/ so how soon will it be before all those proposed "flying squads" of social workers are demanding police escorts? But its worth a try, to misquote Mencken " Progressivism is the theory that the liberals know what's best for society, and deserve to get it good and hard."

I would bet a lot of money they don't cut the police budgets in Brentwood, Beverly Hills, Malibu, etc. and wherever Garcetti lives.
How could anyone think this is a good idea. No one is that stupid so it has to be part of a larger agenda.

I escaped from CA last year, but I lived in the LA/Southern CA area most of my life. Here's an absolute guarantee: if LA actually goes through with this, the BLM/black community is NOT going to like what happens. Namely, the Latino gangs are going to totally control LA and will decimate the black gangs and their associated free-lance thugs. Same goes for PantyFa. The Latinos have already taken over a large part of South-Central LA. Without the cops to keep them semi-separated, it's not going to be the Kwanzaa-shopping utopia that the BLM-ers are dreaming about.

From 1300 miles away, this is funny. If you live in LA it is anything but funny, it is literally a life or death issue. Folks with businesses and homes in the LA area need to think really hard about who is going to protect them from the criminal class.
If this actually happens, the criminals will have a fun old time, and the law abiding will be in fear for their lives.
