To understand the purpose and specific need of the latest Executive Order CTH can share a familiar analogy to help better conceptualize the issues.
There are several supply chains that are being affected by the coronavirus mitigation effort; two specific sectors involve healthcare products and food distribution. Today’s executive order targets both.As a network of U.S. manufacturing continues to increase the production of healthcare products, masks, shields, ventilators and medicines; any hoarding or pricing opportunism around those items is obviously a matter of great interest for overall public health.

Unfortunately, fear brings out the worst in weak-minded people. Hoarding, beyond any reasonable ability to use things, only hurts others. It is the face of the ''me first'' people.

Totally disagree with an early comment. Try reading Proverbs 31, about God's idea of an ideal woman. Even mentions putting away for a rainy day in that chapter too. I have no problems with people who stock up on items to prepare for a bad time in our society. After all, that is what the animals do, finding their acorns and such for the winter. Are they 'weak minded' as well? We are told to be prepared for emergencies, to have supplies in our homes to survive a society shut down that could last weeks. So I don't find folks that follow that to be bad. The ones who are screaming are the ones who didn't pay attention earlier. Kind of like the folks who laughed at Noah while he built the Ark.

OP's comment is right from Barr's statement at the news conference. If you have a bunch of TP in your closet, or some masks for your business, relax. But it you have a warehouse full that you are holding back out of the market, expect a knock on your door.
I'm OK with this. Removing things from the system to artificially cause a shortage is wrong.

I'm reading that in some localities cops will be insuring non-essential shutdowns. Is it non essential that if my water heater bursts that big box stores may be closed? If a dairy farmer needs parts for milking machines will Tractor Supply be open? If my alternator goes bad how will I drive to get essentials? Tell me that!

#6, here in eastern Kansas suburbs of KC, MO, we are under a "shutdown", specifically exempted are home stores, hardware stores, auto repair facilities, and gun shops and shooting ranges that I am aware of. I think, at least here in normally fairly sensible Kansas, they have thought of those things that you are concerned with.

Thank goodness I built up my supply of toilet paper, food, water and ammunition while Obama was still infesting the White House but what worries me is that the stuff is not date stamped so I could be liable in some way. He was a much greater danger than any old bug. We have been testing five-year-old canned and dried food and haven't died from food poisoning as of yet.

#8, occasionally we fail to rotate our food stocks at our vacation cabin....by 10 years canned food is definitely suboptimal in taste, harmless, but a bit too "canny" for our tastes. Food storage has definite
limits. But we have old freeze dried backpacking food, never the most wonderful, even new, which seems unchanged by 20 years storage.
