As an engineer working at a small Federal science agency, I had to have receipts and account to EVERY PENNY of the Taxpayer's money that I spent on the scientific programs I was conducting.
Apparently 'the rules are different' when it is Billion$ in Welfare money being Urinated Away in the district of a Leftist Black Congressman.

Keeping looking at the headline and can't believe it. It must mean million instead of billion. But apparently it is billion. How could anyone throw $ 16 billion down a rathole? For that kind of money they could have purchased first class on any cruise line for everyone in Baltimore. These projects should be audited so we know where the money went.

Me, too, #8. I spent a great deal of time accounting for every cent spent on the research projects I ran for the DoE with overseas scientists and US companies. Evey travel dollar, each days per diem, and every dollar spent for scientists and hardware had to be meticulously accounted for every quarter.
Yet, SOMEHOW, these folks just 'lose' $16,000,000,000 and nobody knows where it went? There HAVE TO be records.

Where'd it go? Where do you think it went? Offshore Commucrat accounts, luxury vehicles, vacation homes, custom clothing, cruises....then there's all of the sanctuary stuff you're not supposed to know about and also feeding all of those hungry little welfare mouths that never should've been conceived to begin with but which are voting in the next election even if they are only 10 years old....oh, and maybe they had Orkin delouse a couple of rowhouses to great fanfare on WJZ just to make it look like they were doing something. That's over 25,000 dollars per resident in just the past year. Since the average household size is about two and a half persons, that much money is enough to pay the salaries of the average family living there. Unless the whole city is on the dole, someone is corrupt. For that much money there is enough to rent every family a house, supply them with food and all the other necessities of life. If anyone is homeless or if anyone is not getting a free ride through life, there is someone pocketing a lot of money.

$16 Billion for a single year can't possibly be accurate.
The current fiscal budget for Baltimore is $3.55 Billion. In 2018 it was $2.8B.
Somebody at HUD has their numbers crooked.

I've was a financial analyst for the federal government for 35 years. The answer is yes you can track the money. However, the question is who approved the expenditures of these grants (both Baltimore/Federal Government). Some Federal government employee must have been monitoring and approving payment to Baltimore. This person needs to be pulled in and audited.

Audit the rat hole and find the money but you can bet you can't touch the black politicians or you'll be called a racist. See how it works? Excuse my second post. I have been reading through the comments and I believe there are some differences with the amount allocated for grants. My understanding, Baltimore has been receiving over a Billion each year for housing, etc. They have also received a hugh amount for education. If they received 1B each year or 16 Billion plus additional money for education, I have not heard from one person that can identify any improvements. Either amount, you should see improvements within the city.

It says "recently! What the blank?" Having receipts is by far too little. I want an army of audit CPAs on the street running down each and every receipt. This stinks beyond a dead skunk. Someone needs to go to prison for a very long time if someone is found with their hand in the cookie jar. How could this ever happen?

Corruption thy name is Baltimore. That's where the $ went. Look at project and services contracts the city entered in to. My bet is Big Organized Crime owns every contracting and service company that got deals, and the prices paid for goods and services was astronomical compared to what normal market costs are. Inflated billings, overcharging, and I can pretty much bet it all went to Wise Guys General Contractors and Money Laundering Services.

There are multiple reasons to allege that Elijah Cummings is a thief. The media have studiously ignored the allegations against his wife.
Where I work, we get government grants from FEMA for flood mitigation. We have to account for every minute we work on the project, and account for every penny. Do these demoncrat-run cities really get federal grants and don't have to account for the money? Someone is not doing their job, or Congress has once again pulled some underhanded tricks to favor their political allies.

Every time Carlson asked him where the money went, all he would say is "400 years of structural racism", over and over. He had no intention of discussing the money.
Then to top it off, when Carlson finally asked him what the solution is, he said "send more federal money"! It was almost funny if it wasn't so pathetic.
