FBI Director Christopher Wray, testifying to Congress Tuesday, said that he would not describe the bureau´s traditional surveillance as “spying” -- indicating a possible split with Attorney General William Barr on his controversial use of the term to describe intelligence-gathering during the Russia probe. “That’s not the term I would use,” Wray told lawmakers on the Senate Appropriations Committee when asked if FBI agents engage in "spying" when they follow FBI policies and procedures. “Lots of people have different colloquial phrases. So he uses a different word--but the conduct is the same. It is still not OK to use surveillance on a US citizen--especially in connection with a political campaign--without probable cause.

n. sufficient reason based upon known facts to believe a crime has been committed or that certain property is connected with a crime. - Law.com
It seems that innuendo, tea leaves, and chicken bones do not qualify as probable cause. Nor is creating circumstances in which people do not participate, yet are charged anyway. Yet, these were the basic tactics of Comey and his henchmen.
The FBI Director needs to look deep into the soul of his organization and root out anyone not interested in justice and the enforcement of law to that end.

Essentially she asked Wray for his opinion and he gave it to her. He probably should have replied that AG Barr could speak for himself. It all amounts to splitting hairs.

Spy = work for a government or other organization by secretly collecting information about enemies or competitors.
Surveil = close watch kept over someone or something.
Note the definition of spy above.
Sounds like "spy" is exactly the correct term.
Wray is one of the deep state operatives.

Surveillance is what you do to CRIMINALS. There was ESPIONAGE concerns with Russians and the Trump team, so that requires SPYING to be done.
