Last night Broward County Sheriff Union President Jeff Bell appeared on Laura Ingraham’s Fox News show to discuss the Broward County deputy response to the Parkland Florida school shooting. [The key segment is at 05:00 prompted below] Within the conversation Mr. Bell points to the 2013 Broward County School Board policy known as the “Promise Program“. The Promise Program is the collaborative policy between all county officials the school superintendent, school board and law enforcement that instructs officers to not arrest high school students. This policy sits at the center of understanding why Nikolas Cruz was not intercepted by law

That will surely tick off Sheriff Israel. I wonder if all of the parents were even aware of this cancerous PC leftist policy that did not allow them to arrest students. The more I read about this the sicker I am for those poor parents because of the purposeful negligence and ineptitude of all of those involved. Once again we see the name ´Promise Program´ is completely misleading as to what it actually represents. Democrats specialize in that.

All about the money. Arranged by Arne Duncan and Eric Holder. Show reduced crime statistics and fewer kids going to prison, Reduce "disparate impact " on the group of kids committing the offences. (Because, of course, racism.) Each kid´s attendance worth about $7000 a year in DOE money. Have too many arrested - get less money. SO policy became "treat felony behavior as a school discipline problem, not a criminal offense". No charges against the kids. No arrest record. Imagine the performance assessment of the Sheriff´s Deputy who files "too many" criminal charges. Don´t arrest; falsify records; hide evidence (review Trayvon Martin case) place political responsibilities above protecting the kids. Keep schools and SD looking good. Continue to collect Federal Dept of Education money.

And in yr spare time, get the Sheriff re-elected.

I strongly recommend reading the agreement linked in the article. Truly frightening that there could be hundreds more deranged individuals in the school system but haven´t been handled properly.

Obama´s and Holder´s fingerprints are all over this one.

It´s worse than you might think. Get your local school system´s policy. I´ll wager that you will find the same thing there. SRO´s have told me in my area that the very same thing is done. Violent acts, threats, sexual assaults, rapes, and other crimes are being handled "in house".
It´s a disgrace, but the safety of your children is quite often NOT the "highest priority" at school.

Among the Consequences of this program:

20. From 2012 though 2018 it only got worse. In Broward and Miami-Dade it is almost impossible for a student to get arrested. The staff within the upper levels of LEO keep track of arrests and when a certain number is reached all else is excused.
21. Well it didn´t take long for criminal gangs in Broward and Miami-Dade to realize the benefit of using students for their criminal activities. After all, the kids would be let go... so organized crime became easier to get away with if they enlisted high-school kids.
22. As criminals became more adept at the timing within the offices of the officials, they timed their biggest crimes to happen after the monthly maximum arrest quota was made.
23. The most serious of armed robberies etc. were timed for later in the month or quarter. The really serious crimes were timed in the latter phases of the data collection periods. This way the student criminals were almost guaranteed to get away with it.

The broward county sheriff´s department could make that their theme song. It could be re labeled, cowards of broward county. Or change the name of the county to coward county.

Hope the parents of those children who were murdered find a few good lawyers who can/will argue the official policy aided in their children getting murdered.

After all, if Cruz´s issues were reported, he likely would not have been able to legally buy a gun.
Wonder how many others did likewise since they had "clean" records. Not just in that school district but the thousands of others across the country.

This is something the Betsy Vos and the DOE hopefully can change/correct.

#13, that´s frightening.

Imagine, all those county sheriff´s across the country who´ve been reporting "crime statistics are down", and this policy is the main reason.

I read about this policy sometime back, cant remember exactly. I think DC and NY schools so minority schools weren´t looking like there were major problems. Didn´t have this name to it but same outcome.

Obama issued a policy to reduce the percentage of minorities arrested and charged
with crimes. Obama directed that minorities would be referred to the schools for discipline, that would reduce the numbers of minorities entering the criminal justice system. Would also reduce the crime rate
The problems surfaced with the out of control
student Trayvon Martin, Then Michael Brown.
Larcenies, Burglaries, Robberies, and assaults were all referred to the school system. Thank Obama for this horrible mess that really is nationwide not just Florida

The policy, bad as it is, wasn´t what stopped those Deputies from entering the school while Cruz was shooting. That is a separate matter.

But such policies do create a priviliged class of criminals. A class less subject, yet not totally exempt, from arrest.

Fortunately it doesn´t happen everywhere, at least as far as I know...I personally perp walked many a teenager out of the office, in cuffs, to my car, and to juvenile while I was a Resource Officer...

And school staff wanted students to see it to send a message...

A scientist friend moved from Univ Miami, living just south of Broward Cty, 25 or so yrs ago because the schools were clearly getting out of control. Even then, at grade school levels, violent Hispanics and blacks were a serious problem.

He moved to KC area, kids raised in KS schools. One is an MD, the other a financial analyst, both successful.
He was willing to make a major upset in their lives to move from the disastrous Miami/Lauderdale area where he was raised, to the midwest to better his kids. And it saved them.

He was also sick of his home being broken into frequently and university profs talking about their concealed handguns at social get-togethers, before it was legal, they knew it was worth the risk to be armed. He wanted to live a saner, lower crime life.

Sorry for those left there, bad choice. If you can´t fix the system, find a better place to live. He missed his water activities, but believes his massive personal stress reduction and better lives for family were well worth it.

You don´t have to live like that.

A man wanted on an attempted murder charge was arrested Tuesday morning outside the White House, where he was working as a contractor and had a White House pass, law enforcement officials said. The president of Harvard´s teaching hospital got to thinking one day and decided there were too many portraits of white male doctors hung in a popular amphitheater. She bemoaned the horrible situation that people walking into the amphitheater didn´t feel like they "belonged." The problem cried out for a solution.
