According to a cop blog (heyjacka**), the 2017 homicide clearance rate was 12%. The Trib, Rahm and the useless alderman should focus on that.

The plantation owners can´t be expected to force their livestock to act differently than is their nature.

They say there there is no serial killer but when deaths are clustered together and there´s a similarity to the cases, what do they think is going on? My guess is the ´no snitch´ policy is helping a killer immensely.
