This works, right up until the U.S. decides to get serious and starts using the technology we have for tracking enemy naval vessels to tracking those violating the embargo and/or decide to punish those who let themselves be used as cover.

It doesn´t matter if they transfer the oil to a rowboat they eventually have to bring it into a N. Korean port. All NOKO ports should be blockaded and all vessels going into them should be boarded and searched. Better yet, the world can blockade any and all ships from entering NOKO ports.

The way to stop the oil going into North Korea by sea is with an international naval blockade.That would either stop the oil or cause the building of an oil pipeline into North Korea from China.

Just another example of when a substance is banned a black market usually is created anytime here is a demand.
