I cannot completely agree with him. It is true that a Christian is ushered to heaven at death. And in some unfathomable way, God allowed this evil to happen. But it is very hard to accept murder as part of "God´s will". I struggle with that. Orphaned children, widowed spouses certainly don´t appear to be the will of a loving God. The ball was dropped big time when the shooter was allowed to acquire guns; never should have happened, laws were already in place...
The concerns fail at the point where God is to blame for this evil by allowing it.
As OP stated in Hebrews 13:6 we need not be afraid for the future of God´s people is secure in His house. To fill out the drama, God must let it play out to the end to prove to the universe and mankind the evil of defying God´s law.
God gives us free will. We can choose to do good or evil. We can accept His free gift of grace or openly reject it. This man chose evil.
I still believe in divine intervention in certain cases but I do not believe that God micromanages. Perhaps the only way I can reconcile my faith in a world with so much evil is to believe God would say this to anyone: "I gave you life, now you choose how to live it."
