Calm down, Beavis. We´re talking 10 grams of HEU which can´t be made into a bomb by amateurs or professionals. This minute quantity was often used by smugglers to prove to the buyer they could get more of the stuff across the border. And Georgia was a smugglers paradise. More often than not, the smugglers couldn´t deliver in the quantities promised and the thing was a scam, like the Red Mercury scam of the 90s. If the confiscated sample was held by the US Embassy then they would have wanted off their hands pronto. The State Department, DoE, and DoD all had a piece of the non-proliferation pie. If the transfer had to be on the QT because of Russia-Georgia confrontation then I see nothing wrong with that.
What we should be angry at, is the multi-decade counter-proliferation programs handing over hundreds of millions of dollars to agencies like the DoE who continue to conduct operations which have outlived their usefulness. In some cases we have given taxpayer dollars to go into the Russian money pit to pay for whatever Putin and company have wanted. Our money which went into the ISS black hole is just the tip of the iceberg in this massive Russian bribery scheme.
As I read it, the HEU was stolen from the Russians and they wanted it back. Our scientist were probably able to inspect it and determine its enrichment levels and purity. After that it was of no use to us. I hate Hillary, but in this case she probably did nothing wrong. She did hundreds of bad things, but this is probably not one of them.

Sergey Kislyak, Russia´s ambassador to the United States and a key figure in the alleged meddling of the U.S. president election, is leaving his post and returning to Moscow, the nation´s Foreign Ministry said Monday.
