They have a lower infant mortality rate because they do not count children that are counted in the USA. Low birth weight children in Cuba are assumed to be dead at birth.

In order for the UN´s Millennium Development Goal to be met world infant mortality rates must be reduced. W.H.O., The World Health Organization issued a grant to obtain a study of numbers reported. That report an others were gleaned to obtain an overview of some unreported facts that are unfavorable to the world socialists..

But, first lets get to the heart of these numbers and why they are ambiguous.

The U.S. has the most intensive system of emergency intervention to keep low birth weight and premature infants alive in the world. The U.S. is the only country that keeps detailed statistics on early fetal mortality which is the survival rate of infants who are born as early as the 20th week of gestation, all other countries do not keep record at all or are inaccurate at best. In the U.S., if an infant is born weighing only 400 grams and not breathing, a doctor will likely spend a lot of time and money trying to revive that infant. If the infant does not survive, of which the mortality rate is in excess of 50%, this sequence of events will be recorded as a live birth and then a death.

In all other countries, European included, such severe medical intervention would not be attempted, and in those cases where it is attempted, those cases are reported as a fetal death not as a live birth and then death.
