Incarcerate the "Trouble" Youth and the trouble goes away. Juvenile crime is shoplifting, petty theft, maybe an automobile "Joy Ride". Organized drug dealing, armed assaults and robberies are Grown up crimes and should be treated as uch. I suggest...Immediate cessation of all public benefit to any address of an arrested individual regardless of age(it can be re-instated upon acquittal) If the arrested is a juvenile and the benefits are for siblings/Parents the Family can file emancipation papers and declare said Juvenile an Adult and then he/she can be charged as an Adult. When the family of a "Trouble" Youth is adversely affected by the trouble they cause...perhaps THEY will then apply the pressure that can affect a change. If wrongdoing creates an immediate demand for responsibility to be placed on the wrongdoer...rather than "Human Nature/Socioeconomic factors" Individuals WILL alter their behavior faster than society will.
Liberals believe everyone is basically good and if someone is bad there must be some external environmental reason. All they have to do is make the environment better and the bad people will disappear. Further all bad people can be reformed they just need to be taught the error of their ways. The cure is simple, redistribution of wealth so everyone will have a nice environment and government schools in which to teach the bad out of kids (e.g. selfishness). The only problem is it doesn´t work, and never has. One would think that after a few millennia of it not working people would catch on but no, the theory is so nice it must be right even if there is no evidence for it. The solution is obvious, spend more money on it and force people to behave in the proper altruistic, we´re all in this together, my neighbor´s child is my child, it takes a village manner.
