Over the past few weeks, I have heard some people suggest that President Barack Obama’s strategy in pursuing his legislative agenda is more about creating issues for the 2014 midterm elections than about passing legislation. Whether that is true, it leads to an obvious question: Is the president able to put the House back into Democratic hands, even if he wants to? Electing a Democratic House next year would allow Obama to push a more unapologetically liberal agenda in his final two years, which he clearly would prefer.

Among the most offensive features of the ironically titled “Affordable Care Act” is its designation of the Internal Revenue Service as the main enforcer of the law’s many mandates, taxes, penalties and reporting requirements. It exponentially increases the power of a group of bureaucrats notorious for repeatedly abusing their authority. Now, highlighting the growing gulf between the government and the governed that has become the hallmark of the Obama era, these IRS enforcers are asking their congressional representatives to spare them the indignity of enrolling in Obamacare’s insurance exchanges.

As far back as 1604, when James I of England published A Counter-Blaste To Tobacco, smoking has been recognized as a public health threat. There have since been countless attempts to discourage tobacco use by the general populace. Among the few such efforts to achieve any success has been the practice, by insurance companies, of charging higher health premiums for smokers than for non-smokers. Thus, not even Obamacare’s opponents objected when its authors inserted a provision permitting insurers to penalize smokers with a 50% surcharge. Predictably, however, Obama administration ineptitude will prevent this provision from taking effect.

The White House says the decision, announced last Tuesday, to delay implementation of Obamacare’s employer mandate was made because “a dialogue with businesses” revealed the need to reduce the reporting burden it placed on employers. This tale is enough to make a cat laugh. This crew doesn’t do “dialogue.” Your BS detector badly needs a tune up if it didn’t start buzzing when Valerie Jarrett blogged, “We’re listening.” The delay is obviously due to the ineptitude of the Obama administration, and this is the fourth major provision of PPACA to be repealed or delayed for the same reason.

The scandal has "evaporated into thin air," bayed the excitable Andrew Sullivan. A breathlessly exonerative narrative swept the news media this week: that liberal groups had been singled out and, by implication, abused by the IRS, just as conservative groups had been. Therefore, the scandal wasn´t a scandal but a mere bungle—a nonpolitical series of unhelpful but innocent mistakes. Many people on the political left don’t much like the First Amendment. That seems odd to someone of my generation. In past times people who suppressed what the Supreme Court ultimately ruled speech—student armbands, nude dancing, flag burning—were usually conservatives. But now it seems that it’s mostly liberals who want to shut down speech that offends them, and it’s usually political speech which many people think was the main concern of the Founders rather than the kinds of speech referenced above. The United States will temporarily shut down its embassies and consulates around the world Sunday, including those in Iraq, Afghanistan and Egypt, as a precautionary measure, the State Department said Thursday. State Department spokeswoman Marie Harf did not say how long the international installations would stay closed -- only that the decision was taken “out of an abundance of caution and care for our employees and others who may be visiting.” Sunday is a normal workday in many Arab and Middle Eastern countries. The administration has popped the bubble of hope some small business had that switching to part-time staff would let them escape the high costs of Obamacare. The Small Business Administration on Thursday created a website to explain to businesses that the government will simply tally up the number of part-time employees firms have to determine if enough hours have been worked to essentially create a "full-time equivalent." Government workers in the city of Seattle have been advised that the terms "citizen" and "brown bag" are potentially offensive and may no longer be used in official documents and discussions. KOMO-TV reports that the city´s Office of Civil Rights instructed city workers in a recent internal memo to avoid using the words because some may find them offensive. "Luckily, we´ve got options," Elliott Bronstein of the Office for Civil Rights wrote in the memo obtained by the station. "For ´citizens,´ how about ´residents?´"

The nation´s most active death penalty state is running out of its execution drug. The Texas Department of Criminal Justice said Thursday that its remaining supply of phenobarbital expires in September and that no alternatives have been found. It wasn´t immediately clear whether two executions scheduled for next month would be delayed. The state has already executed 11 death-row inmates this year, and at least seven more have execution dates in coming months. "We will be unable to use our current supply of phenobarbital after it expires," agency spokesman Jason Clark said. "We are exploring all options at this time."
