Home-care is profitable for well managed companies serving elderly and disabled with means to pay for the service. The Obama administration is attacking those profits from 3 angles. First, they are expanding the services to the poor who rely on government support. Next they have published thousands of new rules to burden the providers. And now, they are increasing the labor costs involved. The inevitable consequence will be poorer service at greater cost to the taxpayers.

Long term care facilities would necessarily have to raise their wages and pass that along to their residents. Of course Obama doesn´t care about the economic pain he causes among the masses.
