DETROIT— A state-appointed review team has determined Detroit is in a financial emergency, paving the way for Republican Gov. Rick Snyder to appoint an emergency manager. The team released its findings Tuesday, saying in a report to Snyder that "no satisfactory plan exists to resolve a serious financial problem." Detroit faces a $327 million budget deficit in the current fiscal year and chronic cash-flow issues that have threatened to leave the city without money to pay its workers or other bills. The review team pointed to the city´s ongoing cash crisis.

In a way we should be grateful Detroit is in this mess. It provides great lessons about how hard it is to improve a truly bad government from within. .

And when those planning the improvements are part of the system then nothing gets better. We can be glad Detroit must meet new, tougher, state standardss.

The process moves slow but it is transparent.

And perhaps the biggest obstacle is still the unstated hope of the entrenched that Washington must and will bail them out. Too big to fail.

The chickens not only came home to roost, they laid some really bad eggs and crapped all over the coop. Detroit has been a corrupt den of thieves for years and it´s only now crying for help when the bills got too large to hide. Thank Kwami for giving them that final push over the edge. Detroit is run by blacks. It wasn´t that long ago where I heard a black council woman ranting and raving that Detroit had no financial problems; that they just needed to hike taxes some more; and that the state should keep their noses out of Detroit business.

State contracts with Corrections Corp. of America to continue to house 9,000 inmates in out-of-state prisons were extended, although the contracts are not yet funded by the Legislature. The administration has popped the bubble of hope some small business had that switching to part-time staff would let them escape the high costs of Obamacare. Government workers in the city of Seattle have been advised that the terms "citizen" and "brown bag" are potentially offensive and may no longer be used in official documents and discussions. KOMO-TV reports that the city´s Office of Civil Rights instructed city workers in a recent internal memo to avoid using the words because some may find them offensive.
