Poring over reports and records, The Commercial Appeal estimated the scale of the poverty industry related to the 100,000 least well off families in the city. The goal: Determine the reliance on federal dollars, which account for about half the poverty dollars here.

Poverty, Inc. has a large branch office in every American city. The impoverished mostly aren´t, but when is it ever enough? A family of four with zero income receives benefits that equal an earned household income of $64,000, give or take by jurisdiction. That makes $64k the new "poverty line." With billions being pumped into local economies, much of it via middle class conduits like social workers and assorted bureaucrats, it won´t be reformed soon...perhaps ever.
