Also, my guess is that the Philly school district may have to invest in maintenance help to install stronger hinges on the doors to the nurses´ offices, as I expect increased foot traffic getting to those new clear-plastic dispensers.

Unless, that is, that the kids expect name brand merchandise in those freebie dispensors, as opposed to el cheapos.

"Public schools". It would be interesting to compare/contrast the situation with the parochial (Catholic) high schools in Philadelphia as far as venereal disease, pregnancy, and abortion stats. This policy is another step along to road of total abdication of moral authority in the personality development of the young. The so-called "authority figures" of the public school system are abandoning and even perverting their "in loco parentis" duty to assist in character formation. This development is part of a larger dis-integrative trend of the wider society. Read "The Crisis of Our Age" by Pitirim Sorokin as he describes "sensate cultures" of past ages.

And the reason they keep getting pregnant is that they keep putting those condoms on cucumbers, just as they were taught, instead of where they´re supposed to go.

In the guise of lowering STD rates, they are going to get either a boom in unwed motherhood or more business for the abortion mills.

At any rate, this leads to more shattered lives of people who are not adults thinking someone in government will be taking care of them.

Not sure why an elected official would approve administrators to waste tax dollars collected for the efficient operation of schools and then use those funds to by condoms for student activities that clearly (hopefully) are taking place outside the school grounds....I guess the average tax payer in Philly has extra money just laying around?

A few years ago, I had a compassionate, enlightened theory: cheap contraceptives for all would solve many social problems at once. They´d prevent unwanted pregnancies --- stop sexually-transmitted diseases --- curb nonmarital childbearing --- eliminate the need for abortions -- - make teenagers and young adults more happy and carefree ---increase marital satisfaction --- reduce divorce and thus provide more family stability for children.

It was possible to believe all that, when I was 17, and it was 1968.

Since then --- contraceptives are vastly more available now than they were then. Free from most County Health Departments and from many school Wellness Programs; and if not free, then 3 for a dollar at any drugstore, grocery, 7-11, or gas station restroom. They could hardly be more accessible if they were in every bag of M&M´s in America.

At least they learn something: That taxpayers will give them what they need. Who needs to learn or get a job? The cliff is not merely monetary, it´s also moral and cultural.
