Community groups are being asked to convince tenants and property managers to turn their private buildings into butt-free abodes — the latest front in the Health Department and Mayor Bloomberg’s anti-smoking crusade, according to a recently released “request for proposal” document. At least three, according to the Government Accountability Office, which on Tuesday released its 2013 report on fragmentation and duplication of federal programs. This year´s report -- there were two previous editions of the report first requested by Sen. People for the Ethical Treatment of Animals is actively shopping for a drone that would "stalk hunters," the organization said Monday.
