Well, considering how rarely he´s met with the Cabinet, I´m surprised he even knows who any of them are.
As for Jarrett, being CoS would be a demotion from being the default POTUS.

When I think of some of the first-rate people in previous administrations who took a step down, really, to work in government, and look at the mediocrities under Obama, it´s no surprise they haven´t left. This is the best gig they´ll ever have.
As for Valerie "Peter Principle" Jarrett, with the economy in shambles and the world in turmoil, I don´t see why she shouldn´t be elevated even further beyond her level of competence. She could hardly do less harm.

You know that you could be assigned to the presidential or vice presidential detail, and you know you are expected to take a bullet for the president, his family members, or the vice president or his family members. Health and Human Services Secretary Kathleen Sebelius Friday declared America a violent country, and she blamed the media, Hollywood and street crime for the Wild West culture. In a House budget hearing, Sebelius also said that violence in American culture has a "desensitization" effect that can push the mentally ill over the edge. "I am concerned certainly about the pervasive culture of violence both throughout media, in the entertainment industry, in movies, on TV, in video games, but also on our street corners," she told the House Ways and Means Committee. The illegal immigrant who was drunk driving when he hit and dragged a Milford man to his death has been ruled incompetent to stand trial. Judge Janet Kinton-Walker says Nicolas Guaman´s "unique cultural background" and language barrier means that he doesn´t understand the court process. The court also said that he lacks the ability to consult with his attorney properly. The judge ordered Guaman´s attorney to find an interpreter and educate him on the court process. Only one of my six children has left New York for economic reasons but the strain of living in this expensive nanny state is weighing heavy on my other five and their families. As a native New Yorker, I´ve seen its middle class population decline over the years due to its neglect of blue collar families which is ironic since this is a Democrat city. With the recent arrests of several local politicians for corruption perhaps New Yorkers will pay more attention to those they put in office. Given their past indifference in local elections this is highly unlikely.
