First thing that the Republicans should propose is to cut the salary of avery Federal worker making over 150K by 10% including their own and the presidents. Every one between 50K and 15oK by 5% and no raises including in grade raises for everyone. Never will happen but that´s what needs to be done for a start.

The retirement benefits are the real boondoggle. How many non-union private sector employees even have pension plans these days? Not too many.
