Color me baffled. The Internet is a totally private consortium. At least in the US. If there are government run internets that want to cede control to the UN, so be it. But ATT, Verizon, etc. are private companies who agree to let ICANN control IP address assignment.
Let ICANN give blocks of version 6 IP addresses to the UN and be done with it.

BOSTON - A law enforcement official has told CBS News that an arrest has been made in the Boston Marathon bombings. The person has been taken into custody by federal marshals and will be in court Wednesday afternoon. Investigators made a “clear identification” of a suspect in the bombings, according to CNN, with surveillance video. Barbara Boxer (D-Calif.) on Tuesday proposed legislation that would require hospitals to maintain a minimum nurse-to-patient ratio at all times, and allow the government to audit and penalize hospitals that fail to comply with this rule. Boxer said her bill, S. 739, is meant to help address the nation´s shortage of nurses, and would also ensure patients get the care they need while in the hospital.
