| Katmandu, Nepal — An official says Nepal´s government will begin issuing citizenship certificates with the category "third gender" for people who do not wish to be identified as male or female. Activists hailed the decision, saying it was an achievement for gay and transgender rights. Home Ministry Bhola Siwakot says an order to issue the certificates was sent to all district administration offices. Nepal´s Supreme Court ruled in 2007 that the government should issue "third gender" citizenship certificates but it took five years to implement the decision. Trenton — As Congress debates an overhaul to the federal immigration system, New Jersey lawmakers again took up controversial legislation today that would allow students living in the country illegally to pay in-state tuition at the state’s public colleges. The bill, dubbed the “Tuition Equality Act,” was approved by the state Assembly Budget Committee after a lengthy hearing in Trenton. The crowd in the chamber, which included immigrant students who have been pushing for the change for years, cheered as the committee moved the bill. The legislation will now go to the full Assembly for a vote.

Passengers on NJ Transit’s No. 113 Express bus were taken on a ride from hell during Thursday’s morning rush when a lost driver took a really scenic route to New York, leaving commuters nearly two hours late for work. The express from Dunellen to the Port Authority Bus Terminal became a local—and then some. Chris Christie today to talk about New Jersey´s recovery from Hurricane Sandy—touching on the state´s emotional connection to the Shore, the need for another source of flood insurance, and the governor´s famous "get the hell off the beach" comment. An Austrian hotel is advertising for a modern-day court fool, who is communicative, extroverted, musical, creative and imaginative. An attorney whose firm represents two Benghazi whistleblowers said Gen. Martin Dempsey, chairman of the Joint Chiefs of Staff, lied to the Senate when he said there was never a “stand down” order during the Benghazi attack on Sept. 11, 2012. “What was fascinating is that he explained his lie to them,” Joe DiGenova, an attorney representing one of the whistleblowers, told CNSNews.com. “He actually said they were sent to Tripoli. Charlie Rose last night asked President Obama his new Syria policy. The president first objected to it being called a new policy. "I´m not sure you can characterize this as a new policy. This is consistent with the policy that I´ve had throughout," he said. Obama then explained the goal is regional stability, and especially in Syria. "Really, what we´re trying to do is take sides against extremists of all sorts and in favor of people who are in favor of moderation, tolerance, representative government, and over the long-term, stability and prosperity for the people of Syria," said Obama.
